Israel launches national AI program to transform government services

Israel launched the first stage of its NIS 500 million National Artificial Intelligence program, calling on directors-general from various governmental ministries to submit their strategies for integrating AI into their operational frameworks.

“The field of artificial intelligence has been experiencing remarkable and unprecedented growth in recent years,” said Ofir Akunis, innovation, science, and technology minister.

His ministry will oversee the national program, and he emphasized to The Jerusalem Post, “The potential influence of artificial intelligence on the economy and society is enormous.”

He said AI has the potential to revolutionize operational systems in diverse areas, spanning employment and education to advanced agriculture and intricate financial designs.

“This program can help the internal workings of the government – its daily work – but, in the end, it means we will be able to provide better services to our citizens,” Akunis said. “We want to reduce internal and external bureaucracy.”

AI must be emotionally intelligent before it is super-intelligent

Sophia, the humanoid robot, is not just mirroring emotions; she’s leading a revolution in emotional intelligence.

  • The “Loving AI” project used AI to animate a humanoid robot, Sophia, to mirror human emotions excluding anger and disgust, with the goal of fostering feelings of unconditional love in those who speak with her.
  • It worked. By the end of the conversation, participants felt less angry and more loved.
  • One of the first benefits of artificial general intelligence for humankind won’t necessarily be to develop an AI with an IQ and a set of behaviors beyond the human range, but to support humanity’s emotional intelligence and capacity to love.

Over the past nine years, India has taken a lead in creating technologies as opposed to being a mute spectator and consumer of technology.”

He emphasised the milestones achieved through Digital India in the past nine years, which catalysed the country’s rapid progress towards a five trillion US dollar economy by 2026. “India’s success is case study in using technology to transform citizens’ live,” said MoS Rajeev Chandrasekhar. The statement further added that Rajeev Chandrasekhar also highlighted how digitisation of government services has facilitated the formalisation of informal sectors that now use digital payments and micro-credit. “These services which are part of the India stack are now being offered to countries who are keen on digitising Governance,” the IT minister said, said the release.

In recent times, the governance of AI has gained immense attention globally. Leading the charge in this domain is the Boston Global Forum (BGF), which established the AI World Society (AIWS) Initiative in 2017 for global governance of AI and Digital. Notable milestones include the AIWS-G7 Summit 2019 Initiative and the launch of the Social Contract for the AI Age and AIWS City, in collaboration with the World Leadership Alliance-Club de Madrid in September 2020. Notably, in September 2021, the AI International Accord and Global Alliance for Digital Governance (GADG) were introduced by BGF and World Leadership Alliance – Club de Madrid.

From February to April 2023, the Boston Global Forum organized a series of BGF High-level Conferences to develop a Framework for Global Governance of AI. On April 30, 2023, BGF announced the Framework for Global Alliance of AI.

Collaborating with the Global Internet Governance, Digital Empowerment, and Security Alliance (GLIDES) of Civil20 (C20) official engagement group of India’s G20 presidency from May 12, 2023, BGF has taken further actions, encouraging civic society organizations and citizens to contribute to action plans for Global Governance of AI.

BGF and GLIDES are committed to contributing to the C20 – G20 Summit India 2023, with a focus on the following plans:

  1. AI-Powered Enlightenment Alliance (AIEA) for Oversight of AI Systems: Major technology companies, including Amazon, Google, Meta, Microsoft, and others, have made significant commitments to AI safeguards brokered by President Joe Biden’s White House. To ensure oversight and responsible development of the next generation of AI systems, BGF, Shinzo Abe Initiative for Peace and Security, GADG, and GLIDES have come together to form the AI-Powered Enlightenment Alliance (AIEA) and will volunteer as third-party oversight.
  2. Empowering Citizens and CSOs for global governance of AI, Internet and development of data economy:

MIT professor Alex Pentland: “Data is a new primary means of production, along with capital, labor, and land.  If we establish equitable data rights, and enable easy audit of data use, we can control AI and bend the digital economy to better serve society.”

AI-Powered Enlightenment Framework: AI pioneers and scholars like MIT professor Alex Pentland, AI pioneer Thomas Kehler, and Harvard professor David Silbersweig emphasize the importance of equitable data rights, transparency, and a new AI framework that integrates with human collective intelligence. AIEA supports to build AI-powered Enlightenment Framework as a new AI framework that integrates with and engages human collective intelligence. The AI-powered Enlightenment Framework is grounded in neuroscience and is based on the laws of living physics.

AI pioneer Thomas Kehler: “The tremendous power of generative AI is currently is dangerous because of a lack of data provenance and transparency. We must swiftly move forward to adopting a new AI framework that integrates with and engages humancollective intelligence. Tackling these complex issues requires the united efforts of various social forces and governments. AIEA takes a proactive approach by organizing dialogues with religious leaders from Christianity, Islam, Hinduism, Buddhism, and Judaism. Additionally, it seeks cooperation with governments from the US, EU-UK, Japan, India, Brazil, Nigeria, Mexico, Indonesia, Vietnam, and the Philippines to effectively combat these challenges. BGF and Amrita University will collaborate as residents of this event, providing valuable insights and expertise.

The AI-Powered Enlightenment Framework assumes a crucial role in devising technical solutions to address misinformation, disinformation, and cybercrime effectively. The Global Enlightenment Mountain (GEM) connects research centers and labs of universities and companies to provide technological support for oversight and the AI-Powered Enlightenment Framework.

President Joe Biden: AI will require some new laws

AI will require ‘some new laws,’ Biden says, even as tech giants agree to safeguards

Realizing the promise of artificial intelligence by managing its risks will require “some new laws, regulations and oversight,” President Joe Biden said Friday, even as several tech companies agreed to new AI safeguards.

Senate Majority Leader Chuck Schumer has argued that Congress must play a unique role in regulating AI technology, and in June he outlined a framework he thinks the U.S. government should follow as it takes a tougher stance on AI.

If AI optimists and pessimists agree on anything, it’s that the technology will allow more people to participate in the political process. Whether that’s a good thing is another question.

Just as AI platforms could allow, say, a schoolteacher running for city council to draft press releases in between grading papers, so too can they help a far-right activist with millions of followers create a semi-believable deep-fake video of President Joe Biden announcing a military draft.

“We’ve democratized access to the ability to create sophisticated fakes,” Hany Farid, a digital-forensics expert at UC Berkeley, told me.

Fears over deep-fakes have escalated in the past month. In response to Biden’s formal declaration of his reelection bid, the Republican National Committee released a video that used AI-generated images to depict a dystopian future. Within days, Democratic Representative Yvette Clarke of New York introduced legislation to require political ads to disclose any use of generative AI (which the RNC ad did).

Overview of SAFE Innovation Framework of Senator Schumer:

  1. Security: AI systems should be designed to ensure the safety of individuals and society as a whole. This includes ensuring that AI systems are secure, reliable, and resilient, and that they do not pose a threat to human life or property.
  2. Accountability: AI developers and users should be accountable for the decisions made by AI systems. This includes ensuring that AI systems are transparent, explainable, and auditable, and that addressing intellectual property, copyright, and liability concerns.
  3. Foundations: AI systems should promote American democratic values and protect elections.
  4. Explain: AI systems should be designed to provide clear and understandable explanations of their decisions and actions. Senator Schumer recognized explainability as “one of the thorniest and most technically complicated issues we face—but perhaps the most important of all.” It will be critical for AI developers to ensure that AI systems are interpretable, and that they provide meaningful feedback to users.
  5. Innovation: US-led AI innovation should be encouraged and supported, while ensuring that it is done in a responsible and ethical manner. This includes promoting research and development in AI, while prioritizing accountability, transparency, and security.

In addition to proposing the SAFE Innovation AI Framework, Senator Schumer also recognized that Congress will need a process to develop comprehensive AI legislation that involves multiple committees with jurisdiction over industries and issues that are impacted by AI. The breadth of committees that will need to be involved in legislation will invariably slow the process of advancing legislation, even if it is a priority of the Majority Leader.

Beginning this fall, Senator Schumer plans to host a series of proposed “AI Insight Forums” to continue engaging with AI experts to better understand the opportunities and challenges of AI.

BGF are organizing High-level dialogues for Global Governance of AI from late July 2023 to November 2023. Artificial Intelligence and the evolution of trust

Harvard professor David Silbersweig, Boston Global Forum Board Member and co-founder of the Global Enlightenment Mountain, recommends the discussion at a conversation hosted by Fast Company and Deloitte & Touche. Here are four takeaways from the event:

  1. Artificial intelligence will transform knowledge work . . .
    AI holds great potential for improving productivity, potentially allowing a three-hour job to be knocked out in an hour with AI assistance. It’s like giving workers a copilot or an assistant, helping them reach a new level of productivity.
  1. . . . but AI still needs a human assist.

To improve, AI models need training from humans with real-world expertise. From a talent perspective, those likely to be most successful are people with humanities or legal backgrounds as well as computer science expertise. People with these skills are able to understand why the model gave a certain response, then train it to produce better and more useful output.

  1. Personalization produces better interactions.

AI can be taught to recognize a person’s behavioral data and patterns. This can lead to richer, more appropriate interactions.

Of course, this level of personalization will require attention, and potential regulation, related to privacy and security. As AI advances, developers must be transparent and engage with stakeholders early on about how personal data is used.

  1. AI can be employed to navigate massive challenges.

AI has potentially transformative uses for society as a whole.
