24/7 Government: Harnessing AI for Public Good

Rather than seeking to lead the world in excessive regulations, Europe should consider leading in embracing initiatives like the AI World Society (AIWS) Government 24/7 model of government promoted by the Boston Global Forum.

This is a vision for government that operates continually, efficiently, and ethically, driven by AI to enhance human governance rather than replace it.

Nearly every other aspect of society has become continually responsive to individuals simply by tapping day or night on our smart phones. To reflect the Enlightenment’s spirit of individual empowerment, government should be just as responsive.

The AIWS Government 24/7 model embraces ethical governance and includes several components:

  • Boston Areti AI (Areti being the Greek word for virtue). This is the idea that governance can be improved by government leaders having access to an AI-driven decision-support agent that learns from history’s greatest leaders, accumulating the lessons learned from the past, and incorporating the best insights that AI can offer.
  • Integration of AI into all branches of government. To ensure efficient and responsive government, AI should support executive decision-making, legislative analysis, and judicial processing. Yes, humans will remain at the heart of governance, but by leveraging AI, governments can be more responsive to their citizens.
  • AIWS University. Universities should strive to become lifelong AI-empowered learning ecosystems, helping faculty to offer personalized education and accelerate research discoveries. Such universities would foster an interdisciplinary approach, integrating AI with ethics, policy, and technology to develop the next generation of leaders equipped to navigate the complexities of AI governance and innovation.
  • AIWS Healthcare. In the age of AI, healthcare providers can be more patient-centric. They can benefit from AI-driven predictive analytics, resource optimization, diagnostics, and treatment planning to enhance patient outcomes and reduce medical errors, in pursuit of providing continual, equitable access to high-quality healthcare.
  • Cybersecurity and Data Protection Policiestake on an even more important role. AI governance and service delivery systems must be safeguarded from misuse.

AI-assisted 24/7 governance promises greater efficiency, accessibility, and responsiveness. To achieve this, we must ensure it empowers government workers and citizens alike in like with the Enlightenment spirit, rather than overwhelming them with bureaucracy.

A Call to Action

We are at a defining moment. The choice before us is not merely one of technological design but one of philosophical alignment. Will we uphold the ideals of the Enlightenment, or will we allow them to be eclipsed by authoritarian efficiency?

The tasks before us are clear. First, we must ensure humans remain in control of AI. Second, we must champion the democratic, freedom-focused AI model over the authoritarian alternative. Third, we must address the broader societal concerns AI brings.

France must embrace its Enlightenment heritage, streamline regulatory burdens, and lead in advancing safe, human-centered AI. By doing so, it can inspire not only Europe but the world.

The Enlightenment was a revolution of knowledge, autonomy, and progress.

Today, we must ignite a similar revolution, ensuring that AI serves humanity, protects dignity, and upholds liberty.

Together, let us ensure that the democratic AI model prevails—not just for the sake of innovation, but for the preservation of the human spirit itself.

AIST and Intel Strengthen Collaboration for Industrialization of Silicon Quantum Computers

On February 3, 2025, the National Institute of Advanced Industrial Science and Technology (AIST) signed a Memorandum of Understanding (MOU) with Intel Corporation (Intel) to strengthen their collaboration for the industrialization of quantum technology.

Through this partnership, AIST’s Quantum-AI Fusion Technology Business Development Global Research Center (G-QuAT) will integrate its evaluation testbed and device manufacturing capabilities with Intel’s cutting-edge semiconductor processes.

The goal is to realize a system with tens of thousands of qubits at an industrially viable level by the early 2030s. Specifically, the collaboration will focus on evaluating and optimizing materials and components essential for silicon quantum computer systems, developing implementation technologies, advancing refrigeration technology for large-scale quantum computers, integrating qubits, and developing cryogenic electronics for qubit control.

  • AIST and Intel signed an MOU to strengthen collaboration on industrializing quantum technology, focusing on silicon quantum computers.
  • The partnership integrates AIST’s G-QuAT research center capabilities with Intel’s established semiconductor processes to potentially develop a system with tens of thousands of qubits by the early 2030s.
  • The collaboration will optimize materials, develop implementation and refrigeration technologies, integrate qubits, and create cryogenic electronics for large-scale quantum computing.

Recommendations for Realizing AIWS Government 24/7:

  1. Establish a Global Alliance for Digital Governance – France should lead efforts to create an AI governance alliance, bringing together democratic nations to develop policies that ensure AI’s responsible use in government.
  2. Develop an AI Ethics and Transparency Framework – Governments must adopt a universal AI ethics charter that includes transparency, accountability, and human-centric design.
  3. Invest in AI for Public ServicesAIWS Government 24/7 should be piloted in France, using AI to improve healthcare, education, legal systems, and social services, ensuring continuous and responsive governance.
  4. Create AI-Powered Citizen Engagement Platforms – Governments should develop AI-powered platforms that allow citizens to interact with policymakers in real-time, fostering public participation. This is a core component of AIWS Government 24/7.
  5. Ensure AI for Democracy, Not Control – AI should be used to strengthen democratic institutions, not to censor, manipulate, or surveil populations. France should take the lead in safeguarding these principles.
  6. Launch AI Talent and Innovation Hubs Named “Global Enlightenment Mountain” (GEM) – Establish AI research centers that bring together students, researchers, and policymakers to develop AI applications aligned with Enlightenment values. This is an innovative new model, evolving beyond Silicon Valley.
  7. Enhance Cybersecurity and Data Protection – Governments must develop strict AI security protocols to prevent cyberattacks, deepfake misinformation, and AI-driven manipulations.
  8. Promote AI Education and Public Awareness – AI literacy programs should be introduced in schools and universities to ensure that the next generation understands both the benefits and risks of AI governance.
  9. Facilitate Cross-Cultural AI Collaborations – France should foster AI collaborations between the EU, US, Japan, India, and ASEAN, ensuring that AI-driven governance reflects diverse perspectives.
  10. Declare Paris the Global Hub for Ethical AI Governance – France should position itself as the leader of ethical AI and use the New Paris of Enlightenment as a model for democratic AI governance worldwide.

1925 saw the release of The Big Parade, one of the earliest Hollywood films. A story set in France, it captured the impact upon one individual—his life, his loyalties, and his loves—of a global war.

One hundred years later, France is host to another event of global dimensions: the Artificial Intelligence (AI) Action Summit, to be held in Paris on February 10 and 11. It will look into a future where the threats of war are as plausible as the promise of peace, a world whose order will profoundly affect the life, happiness, and opportunities for every human being.

In 2018, French President Macron initiated the Paris Peace Forum to encourage collective governance and international cooperation in tackling global challenges. In the realm of technology, he has been a leader in advancing artificial intelligence for France and Europe, emphasizing the need for Europe to invest strategically in AI to remain competitive globally while seeking approaches to AI that strengthen the tech community and enhance democratic governance. His values as much as his vision informed the decision to confer upon him the 2024 Boston Global Forum’s World Leader for Peace and Security Award.

In his acceptance speech, President Macron highlighted the power of face and voice—the two hallmarks of motion pictures and the creative community—saying he “wanted to take the time to tell you this warmly, through this message read aloud—this oral reading remains, in these times of artificial intelligence, perhaps the most revolutionary of practices, the best guarantee against deep fakes.” He continued with an assertion of his belief “that we all have an interest in maintaining both composure and reason in the face of artificial intelligence, often described in Promethean terms. We must build a collective agenda to democratize artificial intelligence, make it more sustainable from environmental and social perspectives, and create inclusive governance that brings together all countries and all stakeholders who need to be involved—social partners, artists, even teachers. It will involve articulating responses to risks and support for innovation.”

Bruce Schneier Talks at “AIWS – New Democracy” Conference

OpenAI announces new o3 models

OpenAI saved its biggest announcement for the last day of its 12-day “shipmas” event.

On Friday, December 20, the company unveiled o3, the successor to the o1 “reasoning” model it released earlier in the year. o3 is a model family, to be more precise — as was the case with o1. There’s o3 and o3-mini, a smaller, distilled model fine-tuned for particular tasks.

OpenAI makes the remarkable claim that o3, at least in certain conditions, approaches AGI — with significant caveats. More on that below.

Google says it has cracked a quantum computing challenge with new chip

Google (GOOGL.O), opens new tab on Monday December 9, 2024 said that it has overcome a key challenge in quantum computing with a new generation of chip, solving a computing problem in five minutes that would take a classical computer more time than the history of the universe.

Like other tech giants such as Microsoft (MSFT.O), opens new tab and International Business Machines (IBM.N), opens new tab, Alphabet’s Google is chasing quantum computing because it promises computing speeds far faster than today’s fastest systems. While the math problem solved by the company’s Santa Barbara, California quantum lab does not have commercial applications, Google hopes quantum computers will one day solve problems in medicine, battery chemistry and artificial intelligence that are out of reach for today’s computers.

In an X post on December 9, Google CEO Sundar Pichai said the chip cracked “a 30-year challenge in the field.”

“We see Willow as an important step in our journey to build a useful quantum computer with practical applications in areas like drug discovery, fusion energy, battery design + more”.
